As long as iLocalize doesn't handle XIB files, I strictly recommend
to deploy unflattened NIB files, even for Leopard.

You can use xib and set the "IBC_FLATTEN_NIBS" (Flatten Compiled xib
Files) build setting to NO, so it will generate editable nib files.
