Aren't the project settings globals that filter down to the targets (unless of course the targets have been specifically modified in some way)?

Think of it as a project-wide template that gets used as a default case. It's the easy way to have all of your targets inherit common settings... or I could be mistaken, in which case someone will correct me. ;)
