Installing Xcode 3.1

Is there a way to install Xcode 3.1 on a PPC mac? Specially, can I use the version from the iPhone SDK, but just install the Xcode 3.1 tools?

No idea if Xcode 3.1 is under NDA or not due to the "gymnastics of getting properly logged in and finding a workable download link".

Also, there was an "I agree" button but there was no license to agree to, so I have no idea what's going on.

My only question is this: is Xcode 3.1 on a PowerPC-based Mac a supported configuration or does Xcode 3.1 only support ICBMs?
