xcode - missing library

Late last week I started having trouble running xcode. I get the following problem report when I attempt to start it.

Dyld Error Message: Library not loaded: @rpath/DevToolsFoundation.framework/Versions/A/DevToolsFoundation Referenced from: /Applications/Xcode.app/Contents/MacOS/Xcode Reason: image not found

It had worked up until late last week. There is a library with that name in

"/Developer/Library/PrivateFrameworks/DevToolsFoundation.framework/Versions/A/DevToolsFoundation"

I assume it's the right library??? I've reinstalled leopard and xcode 3.0 without solving the issue. (on my MBP)

I'm a new MAC user, any insight into this problem would be greatly appreciated.
