It does, but in 3.0 it's slightly obscure. We're improving the visibility of the UI in 3.1 to make it more obvious.
We're not investing in fixing the creaky old FileMerge because we've been diligently replacing it with an integrated function that works right.
So should someone close rdar://4272231?
All the bugs against FileMerge will be closed when their requested functionality is present in the integrated compare/merge. We want to ensure that the new thing fixes all the known issues in the old thing, and keeping the bugs open lets us keep better track of that (and lets you know when they're addressed).
