I really don't know what SSM is or Apple's position on it. This topic of this list is use of the Xcode development environment, and questions about Apple intellectual property issues regarding networking protocols is beyond the scope of my expertise and this list.
I see you also tried asking ipv6-dev (12/2006) and streaming-server-users (10/2007) and got no answers. You may want to escalate this to Apple Developer Connection if you need official word on SSM support in Leopard or alternatives to it.
