IB 3.0 not displaying menu help tips

I'm using Interface Builder 3.0 (629) to display the menu for a Carbon nib. These menus have help tips and extended help tips. However, IB doesn't seem to display these consistently. I know the tips exist as they work in my application, and I can see them inside the MyProject.nib->Objects.xib file (which is a simple text-xml file). I created this nib with an earlier version of IB, and it worked fine. Now the fields are either empty or the don't get updated when I switch from item to item in a menu.

Is this a well-known bug (WKB)? Or am I doing something wrong (MyBad)? I've looked in the archives of this list and not found anything.
