I know of a few cases where this doesn't work: if the array is a C++ class member, or if the array is variable or member of a class or structure in a namespace. Both of these will be fixed in the next tools release.

Other than that I don't have any outstanding bugs on this not working. If you have a repeatable case, please file bugs about it.

Note, though the two I mentioned above would seem fairly common failure cases, neither of them were filed as bugs. I found them 'cause I've started to do some more C++ programming recently.

The world of possible programming idioms that might trip up a debugger is vast. I can't fix what I don't know about...

Is there a known workaround to the GUI debugger not showing the values of array and dictionary elements?

My projects are set to DWARF as far as I know.
