Compiling of XIBS Fails, Missing Plugin

Two of my XIB files are failing at compile time because I am
supposedly missing the QTKit plugin. I know that Interface Builder
3.1.1 has a known issue regarding missing plugins, but I was never
presented with a dialog to resolve the issue, as the work around
states (http://developer.apple.com/releasenotes/DevelopmentEnvironments/RN-InterfaceBuilder311/index.html).
The plugin that it claims to be missing is in fact in the directory
that it should be located in. If I go into my Xcode project's build
settings, and specify the missing plugin in the plugin property, I
build just fine. If I open up IB's preferences and go to QTKit plugin
under plugins, it complains that it cannot unload the plugin

I am completely lost on what to do with this situation. I hope I have
provided enough information, but if not, please let me know.
