Permissions problem with /var/folders and Xcode 3.1.1

I just downloaded the iPhone SDK which installed Xcode 3.1.1.  When I create a new project (iPhone or Mac) and do a build, the build fails and Xcode reports: 

Unable to create directory /var/folders/UP/UPMrfkHVH7ywij2BVq8KiE+++TM/-Caches-/com.apple.Xcode.502/SharedPrecompiledHeaders/Test_Prefix-bufuwbssgxyuubcdbhpzqkhqkalt

The /var/folders directory has the following permissions:

$ ls -ld /var/folders
drwxr-xr-x  7 root  wheel  238 Nov 16 12:03 /var/folders

My existing projects build just fine.

The only reference to this problem that I could find via Googling is
http://discussions.apple.com/thread.jspa?threadID=1484004&tstart=0
which suggests that I need to re-download and re-install.

Has anyone else seen and fixed this problem?  If so, can it be fixed some other way than a complete re-download and re-install?
