Not the case.

~/Library/Application Support/Developer/Shared/Xcode/File Templates
~/Library/Application Support/Developer/Shared/Xcode/Project Templates

This is the location for such templates in Xcode 2.5 and later. If you have version-specific templates (e.g. 2.5 and 3.0), you can put them in a directory named for the version instead of "Shared".
