window. The Debugger Strip holds the "continue/step/step into/step
out of" buttons. That entire strip is simply missing from my Mini
Debugger window (which makes it useless).

My Mini Debugger window looks just like that illustration, if you
omitted the Debugger Strip.
Is there a way to toggle the Debugger Strip on and off?
With the In-Editor Debugging Controls checkbox in the Debugger
preferences
