I don't know the solution, but I'm replying anyway.
Symantec 8.0 was released in 1997. It was their first (and only)
version that supported PowerPC. \1 Intel support is of course out of
the question.
Mac OS 9.2 was released in 2001. \2 I'd consider telling whatever
user still demands it, that if his machines can't run Mac OS X 10.2,
further support for them is impossible.
A possible way out: MPW, in its last incarnations, used the Symantec
compilers. Look in Apple's archives for MPW \3; It's free. The last
published version came out in 1999.
Error -192 (you should have been able to find it in MacErrors.h) is
"resource not found." Check to make sure that however you're
installing it, it preserves resource forks. I assume you are running
9.2 under Classic. Does anyone else here remember whether the
Resource Manager has oddness under 9.2/Classic?
-109 is nilHandleErr. Not necessarily resource related. The problem is
most likely with Symantic running on a system not accounted for.
pallavi may want to use a Mac running the appropriate system for the
era. Or port the project to use a CodeWarrior from that time.
