Portability of User Scripts

I see that, in Xcode 3.1, the User Scripts menu is built from this plist:

~/Library/Application Support/Developer/Shared/Xcode/ XCUserScripts.plist

But this file appears to contain both my scripts (or file references to them) and "built-in" scripts that "ship" with Xcode. This brings up two questions:

1. With the last Xcode update, my script menu items were lost and
I had to build them all again manually. Why are there
application components in a file in my Home folder, and how can
Xcode be updated with this mixture of application and user scripts
in one file?


2. What is the proper way to share User Scripts I have written with
other users?
