I'm just wondering if there is something generally up with GC since

Those applications don't run under Objective-C garbage collection,
so I don't know what your point is.
At his stage of investigation it is very vague, but thanks for
confirming that Mail and Safari aren't using GC. The long pauses
(several minutes) are very baffling though.
As a developer, you have access to bugreporter: use sample(1) or the
Sample button in Activity Viewer, and file a bug when an application
spins frequently and unexpectedly.
OK, if I find something out, will do so.
