It's whatever your key bindings have it bound to.

In Xcode 2.4 or 3.0:
  Menu Xcode > Preferences > Key Bindings.
  "Text Key Bindings" tab.
  Find "Page Down".

Mine is set to ctrl-down-arrow, and other things.
