Yes, the project root is used to indicate what should be included in the snapshot.
If this still doesn't explain why the snapshot became that big, please file a bug report:

Why not for each project an image?


Why would you want to have separate backing stores per project? If you didn't have your current problems, why would you even care how the snapshots are persisted?
If you think that you have a good reason for caring about this, please file that suggestion as an enhancement request:

Why is the name of the snapshot menu or button ( snapshot window ) related?
Why not the <project name date and time>?


You're asking why individual snapshots in the list of snapshots have names that include information about how they were created? I would guess that this was considered information that might be helpful for the user when looking at the list of snapshots, and that's the reason why it's included.

Please note that you get a different snapshot window for each project that you open, so including the name of the project in the name of the snapshot would be redundant.
