Organizer actions don't put output in new document?

Xcode 3.1.2

I was trying to add an action to the folder of a rails project in the organizer to start the server along the lines  of this:

http://developer.apple.com/Tools/developonrailsleopard.html

Things have changed though.  Per the doc a debugger window would open so you could see the script output but there is no longer a dubugger option.  I assumed “Open in New Document” would do something similar, but it is not the case, it only opens if I kill the process and is output is just the kill notification.  

Is there any option that duplicates that previous behavior in 3.1.2?
