Make sure your component is built as a Universal binary. It sounds you're
already doing that, as you claim it works (mostly) on Intel and PPC.

My hunch is you're running into a Leopard bug where input method components
appear disabled in the input menu in some older Carbon apps (our
experience). I don't fully understand what the exact problem is, nor do I
know of a 100% effective solution, but in general it just takes a little bit
of "fiddling" to get things working.

It's slightly out-of-date as the "works for everyone" solution actually
doesn't always work for this particular "input method disabled in the Input
menu" problem. I find that often a bit of fiddling with (toggling on/off)
the input sources in International prefs along with a restart does the
trick.
