That seems to be the problem. Have you any idea why this happens
when you launch from the console but not when you launch from the
finder?
I expect that Boost is not prepared for an unset locale name, and
LaunchServices launches processes with the locale set according to the
user's language preference, but when launching from Xcode or Terminal
it's your responsibility to set the locale you want in environment
variables.
