Yes; even better, the iPhone OS 2.2.1 SDK includes full Xcode 3.1.2.  

If you're doing iPhone development, install only the iPhone SDK installer package.

If you're doing Mac development, install only the Xcode Tools installer package.

There is never any need to do both.

What if I write for both? Sorry that is not clear to me.
