well, in Xcode I created a new Ruby-Cocoa application project, built it, opened the debugger window and the console window, started the debugger from the run menu, and it worked -- so: yes it's possible.

You can't have tested thoroughly. Yes, it's possible to launch under the debugger, but it only allows setting breakpoints in the
Objective C startup code.
