Thanks to all. What I finally discovered was that the specific version
was less important than how it was built, and apparently it does not
include the metadata manipulation APIs (which are not built by default).
I'd write a bug, but I've made a decision never again to use Radar.
Between my current version of Safari and Radar's poorly-implemented
web interface, it has swallowed bugs in a row, and when it
consecutively swallowed a bug, and then a bug to report the swallowing
problem, I gave up. (symptom: submit bug, get login request.)
Apple needs to create a simple (REST) web service API and let us
create bug reporting clients for it. RadarWeb is a POS.

My understanding had been that the OP was particularly interested in
the version of the library he was linking to, not the tool version.
They may be identical, but that's an implementation detail.
