Adding existing svn files to new project

I write php web apps where I work. We use subversion for version
control. I'm able to set up the repository and check out a directory
(i.e. trunk), but when I add trunk to a new project (that is not, nor
will ever be, under version control) I don't get any version control
features or information, even after I set the project to use the
repository the directory is checked out from.
I'm using Xcode 3.1.3. All the pages and information I see via Google
searches and help searches show how to make a new project and put the
whole thing under version control. I want to have a project file that
is *not* under version control and add files I've checked out from
subversion.
What am I doing wrong or missing?
Thanks in advance.
Also and unrelated, I found a bug (not really a bug, just something
that's incorrect) and I'm not sure where to post it to let Apple know
(if they don't know already).
