That's what I do. Unfortunately the settings are not persistent. The
preference plist does state HTML file for text.html when Xcode has
quit but it seems to be ignored or reset at launch time. I use 3.1.3
but it's been like this for at least a few versions.

I was able to do this in Xcode 3.1.3 via the File Types preference
pane. Open "file", open "text", find "html" and change the pop-up
next to it to "HTML File". After that, .html files will open in
rendered form.
