CACHE_ROOT, or if you just want to control where Shared Precompiled Headers go, “SHARED_PRECOMPS_DIR (Precompiled Headers Cache Path).”

On each boot, Xcode clears out precompiled headers that are older than BuildSystemCacheMinimumRemovalAgeInHours if the cache is larger than BuildSystemCacheSizeInMegabytes.
