Is the copy phase broken for resources with resource fork?

I'm trying to build a little Cocoa project that uses a .webloc file as a localized resources.

When I build the project, the file is not copied correctly into the application bundle. The resource fork has vanished.

Is there an option I missed in the build settings to address this or is this a bug/limitation of XCode?

XCode 3.1.4 - Mac OS X 10.5.8
