Is this normal behavior or is there something messed up on my
configuration?
There's probably nothing wrong with your configuration; the Xcode doc
window just has to guess what doc to show you and doesn't always have
all the context necessary.
You can ensure this doesn't happen by putting some search term in the
search field to start a search, then using the popup list of doc sets
to turn off the iPhone doc set.

fact that it says "iPhone Dev Center:" when in fact I am not
developing an iPhone application.
