Xcode 3.2 allows support of existing Carbon applications but does not include templates for creation of new ones.  You can adapt an existing Carbon app, or create a new app from template on Xcode 3.1 and earlier, or copy the Carbon project templates from an earlier version of Xcode into your user template directory.
