Scott,
There's no setting. When you change the active target Xcode
looks to see if the new target has an executable (i.e.
debuggable) product. If it does, Xcode also changes the target
executable to match the new active target.
A lot of targets don't produce executable products (i.e. the
target causes a product to appear in the products group and an
executable to appear in the executables group), and creating a
custom executable does not satisfy the condition. Changing the
active target to one without an executable product leaves the
active executable at whatever it was previously set to.

executable also switches appropriately. But I have one where I must always
remember to change the executable as well.
This started out as a single Cocoa app target (an old one, actually
converted from CodeWarrior). Then I added a target to build an Automator
action, and added the executable Automator. I've looked at the targets'
settings, and I don't see what to change.
