Have you run Xcode at all on this system? In the past LaunchServices could miss registering applications that were installed but not launched yet.

Hello,

I reinstalled system software (10.4.11) on an older PPC mac, including the developer tools. But when I copy a project to this mac, it appears as a plain folder not an xcode project file, so I cant open it.
