making resource 'MENU' processor independent

Hello all ,
 I am working on Carbon C component project.
 
 I have one submenu  Resource 'MENU'  and corresponding resource 'xmnu' in project  resource file .r
 
I am building project as universal binary. with architectures set to ppc and i386 , but I could not see the submenu on power pc mac if I build it on intel processor mac.
And if I build the project on power pc processor mac I could not see submenu on intel mac.
 
In main menu resource 'thng' I am checking for platform and it is working on both the platform if I build project as universal binary.
 
Please tell me how to make submenu resource platform independent.
