XIB format

Am I correct in my thinking that the format of a XIB file is an unpublished format?

I'd love to be able to see a tool written that could 'officially' read/ write an XIB file and be part of the whole XLIFF world, but I can understand the hesitation of writing such a tool which relied upon an unpublished file format.
