command line arguments in xcode 3.1.2?

I'm trying to debug a command line utility in xcode 3.1.2 and the old method for setting arguments isn't there anymore.

Does anyone know where it may have gone? There used to be an 'arguments' tab under the info for the executable target. It's gone now.
