Sharing or re-using custom build rules with other targets/projects?

I've created a custom build rule for a target in one of my projects.

I'd like to use the same build rule in other targets in this project, and in other projects.

Is it possible to do this without re-creating the build rule by hand everywhere I want to use it (and then manually propagate any changes/ fixes to all the rules?)
