Making a set of targets where only one source file varies

I have a command line project with several source files, one of which I need to modify and make a collection of executables. I've made a target that compiles all but the modifiable source file and creates a single object file. Now I'd like to make a collection of targets, each of which compiles a single source file and then creates an executable by combining the object file with the one produced by the multi-file compile.
I don't know if I explained this very well, but I'm trying to avoid recompiling files that don't change. Can anyone tell me if I'm on the right track, or suggest a methodology?
