I've tried to reinstall Developer Tools but it didn't help at all. As I had no idea how to fix this, I bought new hard disk and install OS and Developer tools on that disk, and use the Xcode. But I do want to use the one on my internal-primary disk.

Would you tell me how to fix this problem?

I'm just guessing.

I wonder if Xcode is trying to download some documentation updates from the internet?
It depends on some documentation preferences and sometimes a keychain entry.
