What is the newest Xcode that is compatible with a PPC G4 running 10.4.11?

You want Xcode 2.5. Get an Apple Developer Connection account (free if you don't have one), log in at <http://connect.apple.com/>, choose Downloads, Developer Tools, and scroll down to find it.

If you mean to do iPhone development, you need to be running 10.5, and get the iPhone SDK (it includes Xcode 3.1.x) from <http://developer.apple.com/iphone/ >, free registration required.
