I tested this recently; my MBP's hard drive exploded while on
vacation. Upon return, I dropped a new drive in and booted from the
install disk, repartitioned the drive in Disk Utility, and then
selected "Restore from Time Machine" in the installer.
Time Machine restored my boot partitions just fine, though I did need
to reboot back into the installer after the first restore.
The user partition was just slightly more tricky. Namely, Time
Machine won't restore a non-boot volume as a whole volume. It will
instead restore the entire volumes contents to a folder wherever you
tell it to.
One short 'sudo mv /Volumes/Data/Data/* /Volumes/Data/' command later
and my machine was fully restored to working order.
