Well, I found the answer to the first question:
~/Library/Application Support/Developer/Shared/Xcode/XCUserScripts.plist
While the XML could certainly be reversed engineered to make sharing
of scripts between developers fairly automatic, I would have to assume
the format of this file has not been published, making whatever I
might do subject to breaking at any time.
Are there any good solutions?

In Xcode 2.5, it was pretty easy to share user scripts among
multiple developers. With Xcode 3.1, it seems to be far more
difficult. Does anyone have any strategies for sharing their users
scripts with others in their team? Do you just have people
copy&paste the text into their personal user scripts?
