Mac OS X 10.5.7 still has a known problem that causes Xcode's

Is this what is causing failures when Xcode 3.1.3 Documentation
Viewer attempts to update Doc Sets for Apple Xcode 3.1 and Apple
iPhone OS 3.0? I'm getting the following warning for each of these
(other Doc Sets update OK):
Failed to download documentation package for Developer Tools Library
Access denied for download. Check that your account name and
password (possibly stored in your keychain)
are correct and still valid for the server.
I have the same problem, but it comes and goes. This afternoon I was
refused, this evening I got one package but was still refused on the
other. Obviously the message is wrong, and it's really frustrating.
Can't this be fixed?
