Please try restarting Xcode and let me know if it doesn't work then.
The authentication has definitely been removed, so after Xcode is
restarted to clear up any cached info, any installation problems are
likely to be something else.

connect.apple.com would be the key, but this is really a server
configuration problem we need to fix. It should be addressed
tomorrow (Thursday).

No, this is a server-side problem with the ADC authentication
server, or your credentials were not entered correctly (but are
stored in your keychain). Try looking in the keychain and
deleting any stored passwords for ADC.
I'm having the exact same problem. The "Mac OS Core Leopard
Library" doc set in "Apple Mac OS X 10.5" updated just fine after
the 3.1.3 install, but the "Developer Tools" doc set in "Apple
Xcode 3.1" failed with the access-denied error.
There's nothing in my keychain that mentions "adc". What's the
actual name of the key I should be looking for? For that matter,
why does it work for one doc set and not the other?
