No, you'll need to enroll in the iPhone developer program:
In a nutshell, you can't run apps on the iPhone or iPod Touch unless they're signed, and the only way to sign them is to create a signing certificate, app id, and provision profile in the iPhone developer portal. The way you get access to that is to enroll in the developer program. All the info you need is at the link above.
