We've seen only one other instance of this; it seems to be a corrupted
documentation set. When the Cocoa plugin loads, it also prompts the
Xcode documentation viewer to load the documentation set, and in this
case, that's failing.
You might try removing the contents of /Developer/Documentation/
DocSets and trying again, just to see if that's it.
