Red frames around keywords

I've upgraded to 3.1.2 recently and now I have a peculiar thing happening whenenver the cursor hovers over a keyword. A red frame is drawn and one of several icons is displayed to the left. The icons are either a cursive i, or arrows pointing down or right. This happens in both C++ and Obj-C code.

When I try and click on the icon to the left, it highlights but nothing happens.

I have looked in the text editor section of the workspace guide to no avail. I don't seem to have any other relevant documentation available.

What is this feature and what do I need to do to make it work ?
