Bring up the Info panel for your target, select the "Configurations" tab, then select the "base" configuration and click the "Duplicate" button near the bottom of the panel.

That is a copy operation, not an inheritance operation, just so you know.

Actually, I do know that - I thought that's what Peter was asking about.

It *did* seem odd that a highly-experienced developer would ask such a basic question. :-)
 
The only way to set up a chain of configurations is with .xcconfig files with #include statements.
