Forcing an Xcode documentation update

Is there any way to force an Xcode documentation update to occur? We're using Xcode 3.1.1, OSX 10.5.6, and Xcode refuses to update the documentation (from May '08). When we select "Documentation Set Update -> Check Now" it returns immediately with "Checked for Doc Set Updates", which doesn't mean a whole lot. Running Xcode with - DocSetDebug 1 doesn't generate anything useful. The "Update All Documentation Sets Now" option is conveniently grayed out. Why would that *ever* be grayed out?
