There has been some research done on this (google CTTelephonyCenterGetDefault) but the short answer is that this functionality is embedded in a private framework which the SDK guidelines expressly prohibits.  While you may get this working, Apple will most likely not approve your app.

If you feel strongly (like I do) that this functionality should be made available, file a bug.  I'm thinking there is a legal reason this feature is not enabled, but I am unable to confirm my suspicions.
