Xcode for macOS X.3.9 Panther

We have an app developed with Xcode 2.5 on MacOS Tiger which we thought would run on Panther (with appropriate build settings). But it crashes while opening its data files and I need to debug it.

So what is the latest version of Xcode that will run on MacOS X.3.9?

I have Xcode 1.5 on my eMac. But I would prefer to use a version closer to Xcode 2.5 (which won't run on Panther).

And if Xcode 2.0 or 2.2 will run on Panther, where do I get it? The Apple developer Website appears not to have these older versions of Xcode for download.
