GC Settings Missing in New FW Projects?

I've just tried to create a new Cocoa framework project in Xcode 3.2.1 (from iPhone SDK 3.1.2), and I noticed the garbage collection option is missing in both the project and target build settings (under the GCC 4.2 Code Generation section). This also the case in a Cocoa library project. For both project types, there are a bunch of GCC options shown under User-Defined (sans the GC setting). It's the like the project or target templates are incomplete.

Is anyone else seeing this?
